Testing the quality of education has a long history of development in the United States and North America, but previously little-known in other countries. Currently testing the quality of education is becoming increasingly more popular because it proved to be an effective tool to help countries around the world, including Vietnam, to maintain the quality standards of education and not continuously improve the quality of teaching and learning.
2. Characteristic of Education Quality Accreditation
• Check the quality of education can be carried out in the scope of educational institutions (schools) or training programs
• Check the quality of education is completely voluntary activities
• Check the quality of education can not be separated self-assessment activities
• All of the accreditation process to the quality of education is always associated with external evaluation (peer review)
• The evaluation criteria are flexible and are modified to suit the operational objectives of each school
3. The purpose of testing the quality of education
The main purpose of accreditation is to ensure education to achieve certain standards in training and constantly improve and enhance the quality of training, to meet the requirements of users and ensure human resources protection of rights of learners. In some places, education quality assessment also aims to explain to the society, with the power bodies or agencies, donor organizations, funding. Currently, many organizations and agencies concerned with training facilities / programs have been testing the quality of education or less before making funding decisions or financing institutions creating / training programs there. Students and parents, before choosing to register the applicants also consider whether the school or training program has been testing the quality of education or not.
4. The process of conducting education quality accreditation
Accreditation practices in countries around the world is quite diverse and complex, but can be generalized in a 4-step process as follows:
Step 1: Develop or update tools of education quality accreditation
Step 2: Self-evaluation of educational institutions / programs
Step 3: Evaluate external (peer review)
Step 4: Recognition of training facilities / programs achieve accreditation standards.
